Major Accident Investigation Team (MAIT) officers from the Savannah-Chatham Metropolitan Police Department are investigating a two-vehicle collision and the death of one driver after his vehicle submerged in a pond the afternoon of June 11.

Daniel R. Sims, 68, "was pulled from his submerged vehicle by two Southside Fire and Emergency Services firefighters who witnessed the collision," police say. "He was revived after going into cardiac arrest and transported to Memorial University Medical Center where he succumbed to his injuries."

He had been driving an Acura SUV north on Green Island Drive near the Landings subdivision about 4:10 p.m. when the SUV failed to stop at a stop sign and collided with a Land Rover traveling west on Diamond Causeway. The impact redirected the Acura to the northwest where it submerged into a pond.

Jessica Howell, 26, driver of the Land Rover, was transported to St. Joseph Hospital for treatment of minor injuries.

Members of the SCMPD Dive Team searched the submerged Acura and the pond to assure that no one else had been in the Acura at the time of the crash.

Savannah-Chatham Metropolitan Police have called in the Georgia Bureau of Investigation following the arrest of a Savannah teenager who was injured after fighting with officers during an arrest Saturday night.

"Undercover officers assigned to the SCMPD’s Undercover Narcotics Investigation Team, or UNIT, were working East Savannah streets to disrupt and arrest shooting offenders and street drug dealers when they observed a suspicious black Nissan Altima," a police spokesman says.

At approximately 7:30 p.m. they observed the vehicle "driving recklessly in the state streets area. The officers, wearing outer vests imprinted with “POLICE” on them, attempted to stop a male exiting the vehicle. The male ran from officers," the spokesman says.

That male has been identified as a 16-year-old who listed a Port Wentworth address. He stands approximately 5’11” tall and weighs approximately 170 lbs.

Another undercover officer wearing an outer vest with “POLICE” imprinted on it also responded. "That officer chased the fleeing individual and tackled him to the ground. A fight ensued and the individual refused to comply with officers’ commands. Officers used physical force, but the individual continued to fight," police say.

It was only after the arrival of a K-9 team that the individual stopped fighting with officers and complied. The K-9 did not bite the individual, according to police.

The individual was then placed in handcuffs. During a pat down search, officers found 10 small bags of marijuana on the teenager. He was then placed in the back of a patrol car.

"The individual told officers he was tired and had asthma and officers called for EMS," police say. "The individual was coherent but was having trouble breathing. Southside Fire and EMS responded and transported him to Memorial University Medical Center for further examination."

After being advised of the issues Sunday, Chief Joseph H. Lumpkin, Sr. requested the GBI to investigate the subject arrest incident.

"It will always be the intention of my department to keep the public informed of all the facts of cases to the point that we can," he said, "But I have asked the GBI to investigate and we cannot release information that may hinder their appropriate and proper investigation. It has been placed in the hands of the GBI and from this point forward that agency will take the lead in any information released.”

The male is under police watch at the hospital; he is charged with Obstruction of an Officer, Felony Obstruction of an Officer, Possession of Marijuana, Possession of Tools during the Commission of a Crime, and Reckless Driving. He will be transported to the Youth Detention Center once he is released.

The officers involved in the response to force and arrest are Sgt. Corey Schaff, Officer Antwan Diggs, Corporal John Eric Smith, and Advanced Police Officer Michael Dobson. They have been placed on restrictive duty status. "That means the officers are authorized to be armed and report for restrictive duty, but to perform only administrative functions, no street assignments, no overtime assignments or off-duty assignments," the police spokesman says.

The K-9 officer who responded was Advanced Police Officer Phillip Collard, "but the K-9 did not bite the teen," police say.

Members of the UNIT were in plainclothes and not outfitted with body cameras. Moving forward Chief Lumpkin has ordered that any overtime officer or other assets deployed in support of the UNIT, wear BWCs and be equipped with an Electronic Control Device (Tasers).

One man is in custody following the seizure of drugs and firearms by the Chatham-Savannah Counter Narcotics Team (CNT).

Early Tuesday morning June 9, CNT agents, along with the Chatham County Sheriff’s Office K9 Unit, executed a search warrant at a residence in the 600 block of Atkinson Avenue.

"There, agents seized cocaine, marijuana and items commonly associated with the distribution of controlled substances," a CNT spokesman says.

:Also seized were three firearms, ammunition and more than $1,400 in U.S. currency. Additionally, agents discovered various electronic components and deemed them to be suspicious."

CNT requested the assistance of the Savannah Chatham Metropolitan Police Department Explosive Ordinance Disposal (EOD) Unit. EOD technicians arrived on scene and confirmed the items could be associated with an incendiary device. They collected evidence and are continuing their investigation.

CNT arrested 27-year-old Matthew “Pye” Brown of Savannah. Brown was charged with multiple felony charges to include (4cts) Sale of a Controlled Substance (cocaine), Possession of Cocaine with Intent to Distribute and (2cts) Possession of a Firearm during the Commission of a Felony. Brown is being held at the Chatham County Detention Center and is expected to be arraigned in Recorder’s Court of Chatham County, Georgia later today.

"CNT’s investigation into Brown originally began in April following information he was selling cocaine," the spokesman says. "Undercover agents successfully made numerous purchases of cocaine from the unsuspecting Brown."

Detectives are investigating a fatal shooting "believed to have occurred during a drug transaction on Savannah’s Southside Saturday evening," police say.

Valantine Dwight Gant, 26, died at Memorial University Medical Center after the 7 p.m. shooting. "A 3-year-old child who was in the car with him was treated for minor cuts believed to be from shrapnel during the shooting," police say.

Southside Precinct Patrol officers had responded to the 100 block of Edgewater Road for reports of males in two cars shooting at each other. "A car horn drew their attention to a car in the parking lot of a small apartment complex where they found Grant and the child," police say.

Detectives are trying to identify the gunman in the second car, described as a black sedan.

Maj. Richard Zapal, commander of Metro’s CID, said a quantity of drugs and paraphernalia indicative of a drug transaction were found in the car.

“To me it’s as incredible and appalling that someone would take a 3-year-old child to a drug transaction as it is that someone would shoot into a car with a child in it,” he said. “It’s tragic that one person has lost his life, but an innocent child could have been hurt just as seriously. This community should be helping us get this shooter off our streets. We do not need him free to hurt anyone else.”
