Savannah-Chatham Metropolitan Police Department’s Violent Crimes detectives seek information on the circumstances surrounding a fatal shooting on 39th and Burroughs streets on Thursday afternoon.
"At about 3:26 p.m. Metro responded to the scene finding Rocquan Scarver, 17, suffering from a gunshot wound. The victim was transported by ambulance to Memorial University Medical Center, where he was pronounced deceased," police say.
The killing is the 56th homicide of the year in Savannah, with five of those considered justified, i.e. self-defense.

At 10:30 a.m. on Tuesday Dec. 15, City officials will break ground on the new Cultural Arts Center at the corner of MLK and Oglethorpe downtown.
Savannah Mayor Edna B. Jackson, City Manager Stephanie Cutter, and City Aldermen will join with representatives from Gunn Meyerhoff Shay Architects, CHA Consulting, Inc., M.B. Kahn Construction., Inc./The Polote Corporation and City staff.
The project has come under fire for cost overruns and an unusual bid process. The City Manager has said the project might have to be scaled back from the original vision because of the budgeting problems.
"The Cultural Arts Center will be built on a long-vacant lot at Oglethorpe Avenue and Montgomery Street — a key gateway into Savannah with wonderful proximity to Savannah's other major art facilities, such as the Jepson Center for the Arts, the SCAD Museum of Art, and the Johnny Mercer Theater at the Savannah Civic Center," says a City spokesperson.
"The development will also partially restore Elbert Square, one of Savannah's 'lost' squares on Montgomery Street."

A spokesman for Chatham County government says the following candidates qualified to run in the special election for Sheriff of Chatham County scheduled for March 1, 2016.

Violent Crimes detectives are investigating a Wednesday morning shooting outside of an apartment building on the 1900 block of Skidaway Road, that claimed the life of Michael Holmes, 33.
"At about 9:53 a.m. Metro responded to the scene finding Holmes suffering from a gunshot wound. Holmes was transported by ambulance to Memorial University Medical Center, where he was pronounced deceased," police say.
"Detectives believe Holmes and an unidentified male suspect had an altercation before the suspect shot Holmes and fled."
The suspect is described as a black male in his mid-20s, with a medium brown complexion, a clean-shaven face and dreadlocks reaching past his shoulders. The suspect has a stocky build, stands about 6-0 and weighs about 160 pounds. During the incident the suspect wore a hooded Army fatigue jacket, khaki pants and black shoes.

From Monday, Dec. 7, through Thursday, Dec. 17, anyone with a City of Savannah parking citation for an expired meter or overtime in a time zone can get that ticket waived by donating canned food to those in need as part of the “Food for Fines” incentive.
Bring in a minimum of 10 canned food items to Parking Services headquarters, 100 E. Bryan St., and one parking citation will be excused. Any accumulated late fees on that citation will be excused as well. If you have a citation on another vehicle, bring in another 10 canned food items to get that ticket excused as well.
Acceptable canned foods include: peanut butter; canned meat and protein such as canned ravioli, chicken, ham, tuna, meat spreads, etc.; beef stew and soup; and canned vegetables such as beans, peas, carrots and corn.

Dontaiz Rouse, a senior from Albany, Georgia, in the Civil Engineering Technology program at Savannah State University (SSU), was selected to receive the prestigious International Road Federation (IRF) fellowship. The scholarship is for students who are studying the transportation industry.
Rouse will attend the 2016 IRF Road Scholar Program in January in Washington, DC. The multi-day program will be held in conjunction with the Transportation Research Board (TRB) Annual Meeting.
Fellows have the opportunity to interact with students from around the world, network with IRF, gain exposure to many of the public and private road industry organizations, and hear firsthand from top-level executives about what it takes to become a leader and make a difference in the field.
Mehran Mazari, Ph.D., assistant professor of civil engineering technology, who is a former IRF fellow, promoted SSU to an official member of the IRF.
"This is a unique opportunity to become a part of such a distinguished and reputable international community of road industry professionals and to improve their leadership skills," says Mazari.
SSU’s institutional IRF membership was supported by Jonathan Lambright, Ph.D., dean of the College of Sciences and Technology, and by Mohamad Mustafa, Ph.D., chair of engineering technology.

Grammy Award winning artist Tramaine Hawkins will also perform during this holiday worship celebration. The service is free and open to the public.

Hosted by the Savannah Sports Council, the collegiate ice hockey event will be January 15-16 at the Savannah Civic Center.
Tickets to this event are $12 and $16 on Friday, and $14 and $18 on Saturday with $2 off discounts available with a military or college ID. Groups can receive discounted family 4- and 5- person packages.

"Four Savannah firefighters escaped serious injury tonight when their fire engine was struck by a bullet," says a spokesman for Savannah Fire & Emergency Services.
"The firefighters were returning to their station just before 6 p.m. when a bullet shattered the windshield of their fire engine," the spokesman says.
"The firefighters had just cleared up from a call assisting a citizen on Deerfield Rd. with an unusual odor in her home. They were traveling north on White Bluff Rd. just south of Wilshire Blvd. when the bullet struck the driver's side of the windshield," the spokesman says.
"The bullet ricocheted against the inside of the windshield and landed on the machine's dashboard. Two firefighters were hit with shattered glass but did not require medical treatment."
