Two men who "shed their clothing and dived into the Savannah River Friday night were the only arrests recorded in the first night of the 2015 St. Patrick’s Day Festival," said a police spokesman.

Savannah-Chatham Metropolitan Police officers assigned to the River Street Command Center "charged the two men from Pennsylvania in their early 40s with swimming in prohibited waters about 7:15 p.m."

The city ordinance violation is a misdemeanor.

They had "ignored directions to stop from nearby SCMPD Marine Patrol officers who saw them disrobing. The Marine Patrol officers helped them from the waters where they were struggling with an unexpected current and the effects of previous partying."

A "collaboration among the Savannah College of Art and Design, the City of Savannah and the Downtown Neighborhood Association has led to a change that will replace the college’s new larger buses with smaller buses in mostly residential areas of the Historic District," a spokesperson for the City of Savannah said late Friday.

Earlier this year, "SCAD updated its transit operations with newer, larger buses in an effort to increase student transportation and encourage students to rely less on personal vehicles," the City says.

"After concerns were raised by downtown residents about the size of the buses impacting quality of life, the City began actively working with the residents and SCAD officials on a solution."

SCAD announced Friday that effective March 23, "the college will make adjustments to its fleet to replace the large white buses with smaller buses operating within zones where motor coaches are prohibited, encompassing most of the residential areas of the Historic District east of Lincoln Street and south of Liberty Street. Larger buses may be used in these areas during special events."

SCAD will use a mix of small and large buses to run along the two main routes, "further reducing their impact," we're told.

The City is also working with SCAD and the Downtown Neighborhood Association to "establish a Town and Gown Roundtable to enhance communications and feedback in the future."

Gov. Nathan Deal this afternoon signed a bill that allows Savannah’s bars to open this Sunday during the St. Patrick’s Day Festival.

"SB 103 authorizes the governing authority of any city or county in Georgia to allow bars to sell alcohol on one Sunday during each calendar year," says a City spokesperson.

"City Council had previously authorized the City Manager to take action to allow bars to open this Sunday, pending State approval. Gov. Deal called Mayor Edna Jackson personally late this afternoon to inform her that he was signing this bill."

“The Governor wished Savannah a happy St. Patrick’s Day weekend,” Mayor Jackson said. “I want to thank him and the Chatham County Legislative Delegation for allowing bars to profit from this Sunday’s Festival just as restaurants, liquor stores and civic groups will profit.

“Now everyone go have a joyous and safe St. Patrick’s Day.”
